I’ve just done a search on Google for "Chinese talking dictionary" and there are quite a few of those (See below), but I’ve never used them so I can not recommend any.
You could also find dictionary with pinyin (requires a bit of training but not that difficult) that represents the Chinese pronunciation (mandarin) with the 4 tones using the latin alphabet.
Concerning the dialect, I would recommend you use mandarin, since this is the official language in China, there is also Cantonese used in Guangdong and Hong Kong, but this is more difficult to pronounce.
For your question about traditional vs simplified Chinese, this only about written Chinese, not for spoken Chinese.

The short answer is no.
There are sites which claim to translate to Chinese (Google, Systran, Babelfish etc), but the quality of the translation is very poor. They do not provide pronunciation.
There are dictionaries which provide pronunciation for individual words, but not for complete sentences. (And you can’t make up the correct pronunciation by stringing together the pronunciation of individual words – language doesn’t work like that.)
Simplified or traditional merely relates to the writing system. The pronunciation is identical.
