Why would teaching Judaism and Hebrew be any more illegal than teaching Christianity or enforcing mandatory class-time prayer. I believe separation of church and State is a fundamental part of the constitution of the United States, as well as freedom of religion. Or is that just an outdated document that is no longer of any relevance?
In regard to your first question I agree that it depends wholly on where you are located in the United States. California/Texas = Spanish / Hebrew=northern east-coast / French= just for fun/ Mandarin = anywhere (you'd be surprised how many undocumented chinese there are in every part of America)

Spanish is most popular. But as a charter school they can teach whatever language they feel is relevant to the study. Even public schools offer German, Chinese and French. Even if it is a non-christian topic, what they are teaching is probably for the history.

It is not against the law to teach a language. I feel the most important second language to speak of the ones you listed is French. Canada is right above us and Quebec speaks French so I think it's a good thing.

Charter schools have much more leeway. I read one report of one teaching Islam. I know that I don't want my tax dollars wasted on any of them....but not my choice.

As to which is (2nd) most important, Spanish for now, Mandarin after the Chinese are more deeply embedded.

i think "useful" is a better adjective to describe the value of language in the united states. i also think that "importance" varies depending on the location. people living closer to mexico may find spanish more useful in communicating with their neighbors. french may be more useful for people living closer to french-canadian providences. mandarin may be more useful for people living in the china town section of a larger city, such as san francisco.

to address part 2 of your question, it most certainly is not illegal for charter schools to teach judiasm and hebrew. these subjects are probably useful for may students living in new york, where there is a large jewish population.

check out the link below to learn how charter schools differ from public schools and why their subject may vary.
