Where and how to download a Chinese language installer?
Is there a particular website that you can download chinese language? I mean I want to type in chinese characters but I don't know where to get the installer.

Well there are a few websites that have a program allowing you to type Chinese but mainly, you need the original CD you were given when you bought your Windows to install it.
To read Chinese in internet browsers, one would need only to install the Chinese Font. If one want to write Chinese also, then one must configure the Regional Language to use Chinese IME (Input Method Editor).
Depend on whether you are using Vista or XP. If you are using XP and want just to read Chinese, then try to download this ie3lpkcn.exe from this site

If one wants to write also, then one must also reconfig the regional language after having installed the Chinese Fonts according to the instructions in the following site

For newer version of Chinese Font or Vista, one can visit MS website. If you have only Vista Home Premium or Basic, this IME function is not available.
Alternatively, one can install the Google’s IME system instead of the MS’s IME system
